I think internal links should stay in the same window. For SE purposes, make the links inside your site all refer to the full path name. So instead of linking to index.asp refer to http://www.websitename.com/index.asp

For any external links, I think for business purposes you should have them open in a new window. That ensures the ‘customer’ is still on your site in the background and can refer to it if they need to.

I think by sending visitors to a new site in the same window (i.e. the visitor leaving your site to go to the new one) is just asking them to go somewhere else. Thats my opinion.
