If you would like them to be treated as two different sites you will have to actually have two different sites and if you don’t want any penalty you will need unique content on both.
I would think some “hybrid” solution would be to have a 1-2 page site on the .co.uk with all “internal” links leading to the .com sort’a like having a “landing page” for UK visitors. Otherwise just 301 it.
