Unlike US Banks, setting up a commercial account in an EU regulated bank takes an act of Parliment. So much paper work is required and it is scrutinized by bank examiners so closely that it takes weeks to get a casino group through the system.
Or months. Commercial accounts in EURO banks are the epidemy of red tape and bureaucracy. They have to keep a whole book full of signed papers for each client. And many won’t allow signatures sent over the internet, you have to snail mail or messenger them, real signatures on real paper.
