You would hardly create a perfect 10-page site that covers all the aspects of a topic but if the sites has a small number of links they are ranked high. Most 10-page sites has small number of outgoing links to support “main site(s)” that has no links at all or no links to “low quality” sites. Google has no other alternative to rank sites except link popularity, the issue is just which links are more valuable for G at this point in time.
