If someone contacts me via email, and they have actually looked at my site and know what they are talking about, I will consider it and research it and if it interests me, I’ll reply.
“cold mail” saying “I looked at your site and liked it very much. We would like to be listed on your front page” tends to go in the trash. That sentence alone tells me they did NOT look at the site.
