You are quite right , when we were reviewed by AGD in January the decision to do this was already made with regard to negative carryover, but it actually came into play on 1 February

ah – ok… The decision made AND the terms had already been changed 
There was no mention in the terms that it would only go into effect in February – so we did not know that.
