Ah there it is – I lost this thread but I found it again eventually 
Anyway, having read the ruling, two things occur: firstly they stated that moral judgements were a potential justification of laws like the Italian one. Secondly, the reason appears to be because Italy have granted licences to some, excluding others, so it appears t me to be a ruling on anti-competitiveness more than anything.
It’s still good, but the ruling doesn’t really cover countries who don’t grant licences for online betting. At least that’s how I read it. Although, most probably do
