Netspend is a reloadable card, but you don’t really want to send funds back to PayPal once they’ve been used to load the card. What you would do instead, is take that card to a nearby ATM.
PayPal has been known to “Lock” accounts it “thinks” might be gambling related. It would then be up to you to prove otherwise.
