With regards to Fortis, that is a top European bank. I would have absolutely no worries opening an account with them.
I´m sure your funds will be covered by some stringent Dutch or Belgian banking law up to a certain amount. In Germany I think you´re covered up to € 30k in the event that the bank goes belly up. For you to lose your money I guess Cheney would have to go there and seize it himself.
I would trust this bank more than any e-wallet upshot :1circling
