As far as I know there is no reason to think click2pay is anything but totally overwhelmed buy the onslaught they experienced after Neteller closed to the US.
The best way to help your forum member is to call Click2pay, or write to them, and ask them.
In this time of flux it is best to go directly to the source, rumors spread too easily and can be very hurtful.
