Just a thought, but with all these problems with affiliate payments it lends itself to someone starting quite the middle man business.
Collect the affiliates’ comissions and pay them out via paypal. Charge a fee, deduct any currency conversions, paypal fees, etc.. Sort of the same way Linkshare does it.
