That makes sense to me. 
Does anyone know where you can find these cards (e.g. Walmart, grocery store, etc), how you can fund them (cash, credit, check), how much the cards can hold (max $500? $5,000?), are they easy to recharge, and what sort of transaction records (if any) are kept by the company that issues the card?
