What’s the issue?
That the casino went from a face up 6 to 21 ?
I’m not even sure how to calculate the maths but the total of 15 must be relatively common with 2 cards.

Given that they had to get at least 11 more points (dealer must reach 17 to stand) then the range that they’ll draw is actuall 11 to 20 for drawing more cards.
And with 15 in the middle I’d guess that it might be 15% or 16% likely – so occur one hand in 6.
This isn’t even particularly unusual … and only ranks as a bad beat.
Nothing more.
But if you’re talking about something else that I don’t realise then I apologize.
