From what I see Google counts the signature once on each message board. You can have thousands of posts with these signatures, and they still get counted once. Signatures also don’t make it into SERPS.
In-text links do make it into SERPS, as Google sees fit.
Google purposefully obfuscates how it treats links. We can all speculate forever, as they do on the SEO boards.
