It is in google’s best interest to have the sites that are most relevant to the search top the results.
That has to be it’s long term policy if they are going to have people search and be satisfied, and the success depends on the number of searches.
If google would lose sight of that, they would eventually slip.
I am quite sure they are fully aware of that, it is the base of their success.
