It’s a very silly headline. Obviously Bush is more dangerous because he has nearly 3000 neutron ICBM’s and could wipe out the world. Kim on the other hand has a fizzled firework and a starving army that could at most destroy a couple of cities. It makes Bush more dangerous, even though he is relatively more sane and benign. It’s like comparing an elephant to a midge.
