I dont see how anyone at the affiliate level can generate positive return on investment (ROI) on clicks that cost $30. Even a casino operator would be hard pressed to see positive ROI at those price levels.
Are people bidding that high for traffic? Yes, but from a business standpoint it beats the shit out of me as to why they would do it.
