If that happens, it will kill French intentions. If any company besides governement-owned companies is allowed to enter gambling, then by EU rules any other company can do that, without listening to any country-specific rules.
If France takes a decision like that, online gambling will be very good in Europe in general, because EU Commission will have no option other than imposing fines on EU countries with restriction on gambling.
