Furthermore, no one knows how US players will react when the law is signed. Many of these players could take advantage of this to chargeback. I’m not saying this is an optimal decision on wagershare’s behalf but I can fully understand the logic behind it.

Damian and others have already pointed out something which seems to have been missed – how many people can actually deposit by CREDIT CARD from the US? You can’t chargeback Neteller, you can’t chargeback a check (though obviously it would have bounced to begin with), you can’t chargeback a wire transfer…
I would be willing to go out on a limb and state that LESS THAN 5% of all transactions from the US are through the use of a credit card.
Yet Wagershare wants to hold portions of your money for 6 months?
