This is a must pass bill which will definitely be signed… however, since Bush has the authority to remove add-on bills from it. I think that he’s waiting for the very last day to sign it, in order to get a general feel of what the majority of voters think of this bill before he decides on what to do. Only a complete and utter moron would sign a bill that will anger millions of voters, just to please a few thousand self-righteous ones.
