Interesting….
First of all, these are rumors, and we all know how rumors get circulated, distorted, etc. We should take these rumors with a grain of salt, but it surely does make for interesting reading.
That said, assuming that these rumors have any merit, can bills be modified like that and still signed by the President, or does it need to get thrown back at Congress for approval ? I’m no expert on how Congress works, and besides, have lost all faith in the system anyway.
Bush will obviously sign the Ports Bill, and you can bet that he is being pushed very hard by his GOP friends (Frist, Goodlatte, Kyl, Leach, etc.) to sign the Gambling Bill, as it will be a vote-getter, in what is turning out to be a very precarious election for the GOP. They will need every vote they can get to retain the majority of each House of Congressat this point. Foley certainly didn’t help their cause of late. Hence, Bush will be very quick to sign this bill, even if there are changes, and it is legal for him to enact the bill with those changes.
