I think you should be ok if you do not promote anyone who accepts wagers from the USA, so long as you are not promoting it to players where the activity is illegal. Under that scenario you may still even be ok hosting in the USA.
Of course, promoting elsewhere is not as easy as you might think. There are numerous language and/or cultural barriers.
