I called Neteller today just to see if they had any idea how this might effect them. The customer service rep on the phone had no idea what I was talking about. Of course maybe they are told to act that way, or maybe they really are in the dark.
I went to the Senate bill that passed and I can not find the language at all. I talked to a friend who had the same problem. None of the news articles I read actually link to the bill.
