If gambling is illegal, as the autorities have been saying, why is there a bill to outlaw gambling, trying to pass at Congress?
The bill, which won’t pass, seeks to clarify the language of the Federal Wager Wire Act and the expand it for the future. Interpretation of the law is no precise. For instance, if someone was interpreting the act using literalism, then gambling over the Internet is legal, because the law doesn’t specifically say “Internet” or “any communication device.”
Those who say the law currently bans Internet gambling are looking at the law via original intent. Originally the law was created to outlaw gambling except in legal areas. If we decide that original intent matters most, Internet gambling is illegal.

If one of the purposes of the bill is to expand the wire act, (because it is NOT sufficient clear to be applied to online gambling in general), how can authorities base their comments on online gambling illegality on the Wire act?
See above.
