I believe pop-up blockes don’t consider someone clicking on link to open a new window as pop-up. It’s a standard practice of providing a link to outside resource without loosing your visitor.
Pop-up blockers mostly act on unrequested new window been opened, through javascript etc. So I always use _blank tag.
