The WTO is about the only institution which really thinks in the long run and thus rises above the typical political view from one legislation to another.
By the way, USA did something stupid today by refusing to lower their 20 billion agricultural aid. A free or almost free primary global economy is the key in the long term to poverty and as a result terrorism. Guns are political instruments, not economic solutions.
