What about cross promotion on the part of the casino with your links in them? That way you could get signups that won´t be accounted for by your own marketing.
edit: And these new signups would be playing the flash version of course. An unlikely scenario if the number of signups far exceeds the downloads but possible if there is a smaller discrepancy.
