I think you have posed a great question.
From my readings I also get the feeling that regulators and any of the ancient, unclear laws that seek to govern the US in this area seem to be more concerned with sports betting than casino.
I would think that when it comes to getting a percentage of losses as an affiliate, sports betting could be more risky than casino.
It would be great to get some more discussion and responses in the legal issues sections of CAP.
