I’m not from the USA but I think there are many other questions you must answer first.
what I think is although online gambling is under fire in the USA, sooner or longer it must be fully legalized. There is no other route to go. There is no sense in allowing gambling and prohibiting online gambling. And it is almost impossible to control that.
