Spam reports do help and is the ethical way of doing things. Google is subjected to the internet not vice versa. The people doing the crimes reside on the the net, this is why Google will have a tough time dealing with them. The internet is a soveriegn entity and is not subjected to Google. Google has no internet prowness.
