When something is put on the internet or www. It can never be destroyed, just buried somewhere. There are so many tools at your disposal to track him down. In most cases I trace the route by which the packet was delivered as it past through the net.
sometimes I run into a brick wall.

Prelinger is a good tool as well. The whois I don’t really used unless I know the person is stupid. I might use a site map tool for some domains, just to get an idea of size and for affilaite tags that are hidden. I usually have my cpanel open on my desktop showing me the latest visitors.

Also I change my logins everyday and before I log off my computer I do a military grade 10x track eraser. I don’t put anything in my favorites folder, plus I run lots of anti hacking tools such as kaspersky.

Some people are more prone to scrapes based on their Ip location. The malicious scripts that are sent oot are set to follow a certain path. So in essence a simple server change could in theory cut down on the scraping.

I can duplicate the results.
