Whereas all this scraping is annoying and should surely be illegal it´s not really clear what the legal situation is concerning scrapers.
But spamming is outright illegal in most countries hence these affiliates are committing crimes. Rewards should not only close his account ASAP but also bring this guy to the attention of law enforcement.
