This really looks like an isolated incident that only affected one bank and appears to be one account involving check/cheques(whatever). There’s nothing to suggest fraud or money laundrying. Also, reasonable accomodations were made to those effected by having funds transferred by other means to resolve the issue. Whether they accepted the offer is their choice. I doubt this is going to effect any US Legislation for the future.
