I had the problem yesterday when I tried to take $1000 out.
They said while they are upgrading you are allowed two atm withdrawals in a 24-hour rolling period with a total not to exceed $800. I tried $800 and it worked just fine. Unless they changed the amount down to $400 in the last 8-hours you should be fine getting $800 out. Not too sure about the “home state” issue.
