From what I have seen this issue has been going on a lot longer than a month and a half. The answer to your question is simple, if they were to eliminate the practice in one fell-swoop they would wipe put tens of thousands of pages referring 888. It would affect their revenues and their IPO price and as such they will not move quickly to make such a drastic change.
