Rather than scraping, sites that are showing up as referrers, yet you see no link to your site on theirs, are most likely doing something known as Referer log spamming.
In this case, though, your referrals are probably coming via when that site accesses the css on your server.
Mostly likeyly a case of a n00b webmaster building a site, ignorant of the ways of the web. Email and enlighten. I doubt this is a malicious act.
