I’m assuming :
that Ying88 is unhappy with the offer of just $20 for a CPA from his site and thinks that it is because he and his site are chinese in origin.
Therefore an accusation of “racial discrimination”.
My personal opinion?
The CPA seems low and his location will have played a part.
But given the “urban legends” of rorting of the CPA by unscrupulous websites from all over the world I am not surprised.
It seems sensible business practice if Ying88‘s site is not known to the merchant.

IF you’re not happy with the offer then you can turn it down.
Or you could apply for a revenue share which will reward you a share appropriate to the value of your customers.
Perhaps once your site has proved it’s value then a large CPA may be forth-coming.
