The American government cannot tax it becuase they’ve always made it clear it’s an illegal activity so all companies are set up off shore.

As for Goodlatte there are two options :
– 1) Its a desperate attempt to curry favour among the non-internet majority.
– 2) He’s being paid a warehouse full of dollars by land based casinos.
