I’ve contacted Google in the past about this. You aren’t allowed to have gambling sites with AdSense, neither having gambling ads on Adwords, even if you don’t have direct affiliate links. What they told me was that it takes some time to close the ones that fail their TOS. Last week I received the same answer.
