A tricky one to quantify. But my understanding of it is that if Google finds more than one page with identical content, it makes an assumption on the most relevant one (it is impossible to know how that conclusion is reached – merely to speculate), and the other is effectively “penalised” with lower SERPS – actually meaning the page Google prefers is actually rewarded with a higher SERP.
In theory, if your page has high relevancy and good SEO applied, it won’t matter that you’ve been scraped. But no-one will really know if it is the better of the two til the second arrives on the Google map.
