Google will allow Gambling related ads as long as there are no links to gambling web sites. Meaning places that you can actually deposit money. It seems that most go with the strategy of downloading an eBook or signing up for an eNewsletter, then directing users to the sites. Seems like it would be difficult to get a good ROI this way, but maybe it works for some.
