I have used most of the tools out there. Dreamweaver is the best. I always make sites in DW–with a little photoshop mixed in when needed.
If nothing else, spend some time learning CSS. Once you have a handle on CSS, you can do all sorts of things–quicker too. Plus it gives you an easy way to totally change the look of your websites and/or its attributes.
