Overall Site Layout:
Colors: As others have stated already, black is not always beautiful on websites. But there are exceptions: I am not sure why, but it looks ok to me with the dark green frame.
The Boxes: Great, definitely stay with the small ones I’d say. But be careful, if you plan to add more categories.
The Fonts: Clear font with no bells and whistles – works perfectly to give your site a sound, unbiased look and feel.

Concept:
It’s a nice idea to involve the readers with the site. People will come back and see what other people think about sites they rated. Longer term, maybe you should think about a way to provide some kind of incentive to the review writers (something like ranks maybe? But then again, that does not work too well with the anonymous ratings..)
I was thinking to add a user login set up, then people would get an entry to a draw for each rating & review they submit. This would give people incentive to return and submit new reviews as time goes by. Over time certain reviewers could be ‘worth more’ as they prove their unbiasedness. This is still just floating around in my head, gotta see if my web designer thinks he can do it, of course, and there are a lot of other things we need to implement. But, yeah, I definitely like the idea.

To date, and I am probably stating the obvious here, you have too few entries in the non-“poker sites” categories.The “Suggest a Site” option should be a web-form in my opinion.
