Rules are rules, but if you take them and spend hours on end working on a way to present them that everyone will understand and end up with a unique product, it falls under copy right.

No, no one owns the word ace or poker. But the way in which something is presented may well be unique and therefor fall under copyright.
You can search the web for any craps rules the way I formulated them and only this guy will come up, because he copied and pasted them from my site to his.
If you want a unique way to present something, create it yourself.
