I’m sure that there are some that could build a site like that with Frontpage, which is what I use, but I couldn’t. I have been told by a couple people who have nice sites that Dreamweaver is better, but I haven’t made the switch yet. Look at my two sites in my sig. That is about the best I can do with Frontpage, but I am not much of a computer guy so I am happy. Also, each site I build turns out a little better than the last IMO. Practice, I think.
Many, many don’t like godaddy. There are many options, they are just who I use and haven’t had any trouble.
Yes to your other question. You build the site on your computer, find a host and transfer the files to the host.
One last thing. There are no stupid newbie questions. If some of the folks here hadn’t answered my own similar questions, I would have given up a long time ago.
