While I don’t disagree with your statement, why should an affiliate be forced to submit a plan to get the same thing as other affiliates, especially if he/she is not asking for a special deal or concessions? It doesn’t matter either way. The fact is that it’s a business and the correct business decision is to take care of the affiliates bringing in the most players. Once again, leverage.
