In my limited understanding of these programs, it is easier for an online casino to use only 1 deck and shuffle it after every deal. This also eliminates the chance of a bot counting thru a shoe. If a online casino were mine, I would shuffle after every deal.
There are others here with much more knowledge that will hopefully see this and give you a definate answer.
