Seriously, that’s a very good question.
If the site was to my liking, and was purely Bingo, and the sites you signed up under me were top converting sites and featured prominently – just a link from my bingo page would give you traffic and rank.
BUT – I can’t link to too many new sites, it drags mine down. And I am too nice alltogether already. 
So I would be very picky about the quality and other criteria.
