Actually, this is no big deal, though it’s a bother you must deal with once.
Deposit once via Neteller through their Cashier interface at PartnerLogic. The deposit can be the minimum ($20 I think). You can then immediately withdraw both the $20 and the rest of your balance.
You only have to do this once, and you’ll have access to Neteller withdrawals from that point forward.
