The issue here is that the Casino City suit claims the government was using mafia like tactics to prohibit advertising for them. It has nothing to do with Casino City doing anything illegal and/or being investigated. They claim the Justice Department was the one unlawfully abusing its power.
This had to be a political favor being pulled.
